Samvel Melkonyan, 48, of Glendale and Tigran Ghalmukhyan, 34, of Van Nuys are suspected of stealing money through false medical billings. “This is a very serious case,” said Sandi Gibbons, a spokeswoman for the District Attorney’s Office.
